Changes to the Temporary Foreign Worker Program (TFWP)

Reducing the validity of Labour Market Impact Assessments (LMIAs) to 6 months:

This will speed up the recruitment process for employers, facilitating faster access to job offers approved by the labor market for temporary foreign workers.

Reducing the proportion of low-wage TFWP workers

(ranging from 30% to 20% of a company's payroll) to reduce dependence on low-wage foreign labor and encourage local employment. Please note that this change does not apply to the construction and healthcare sectors.

Priority to local recruitment

Requiring employers to make every effort to recruit locally before turning to foreign workers could open up new employment opportunities for foreign citizens admitted to work in Canada, such as refugee claimants.

New rules on off-campus working hours for foreign students

Minister of Immigration, Refugees and Citizenship Marc Miller, has announced that effective January 1, 2024, reforms to the International Student Program have been introduced, to ensure the integrity of the system while protecting students from fraud and financial vulnerability. Please note that, The temporary policy allowing students to work more than 20 hours per week off-campus will end on April 30, 2024 and will not be extended. However, from September 2024, students will be able to work up to 24 hours a week off-campus. By allowing students to work up to 24 hours a week, it is assumed that they will focus primarily on their studies, while still having the opportunity to work, if necessary. This change also strikes the right balance to ensure that students have the opportunity to work without compromising their academic results.
